HB652 Stops the Accumulation of Victims

Nowhere in the constitution does it require these agencies to consider the harm caused by their actions as mere collateral damage—harm that swiftly and ruthlessly deprives parents and children of their rights, freedoms, and the opportunity to maintain their relationships. These programs treat families as commodities, showing no regard for their well-being.

The patterns that taxpayers should be aware of is how the family court is the processing center for BCSS, DCYF and YDC. The harm and the tax burdened is completely preventable. Taxpayers shouldn't be responsible for paying the restitution of others who personally benefitted.

Taxpayers need to be informed about how the family court system and its three main agencies operate. These entities exemplify how efforts driven by institutional incentives often start with seemingly good intentions but quickly become unsustainable, failing to address the actual, limited needs of the population they serve. The reactive scheme involved fabricating cases and forcing every family to go through the system regardless of actual need.

These independent agencies are responsible for providing health and human services to those in need however, there is no legal directive that instructs them to target all cases, profile clients, manipulate information, force services or fabricate outcomes—these actions are seemingly driven by institutional motives and the desire to satisfy lower level contractors, attorneys and staff desires to generate endless billing opportunities.
Taxpayers should not be burdened with the preventable costs, nor should innocent taxpayers be responsible for paying the restitution of others who personally benefitted.

Youth Development Center (YDC, Sununu Center)
The first NH DHHS independent agency, the YDC, to be acknowledged for wrongdoing and misconduct that resulted in harm and created victims. On May 27, 2022, the NH Legislature established the YDC Claims Fund via RSA 21 M:11-a to fairly evaluate and compensate survivors of abuse at YDC facilities, using a trauma-informed, victim-centered process.

Division of Children, Youth & Family (DCYF)
​The second NH DHHS independent agency, DCYF, was approved for a group legal action for their alleged misconduct on September 19, 2024, when a federal judge approved a group legal action against state officials concerning teenagers in the foster care system who were placed in institutional settings instead of foster homes. The teens are represented by advocacy groups including the Disabilities Rights Center of New Hampshire, New Hampshire Legal Assistance, and the ACLU of New Hampshire.

The purpose of HB652 has been well thought out and is intended to restore due process and create a better management system for families. However, it does something more, it stops BCSS from targeting and artificially fabricating cases that is causing the harm to parents and children.
The first step to resolve these very expensive taxpayers issues is to stop accumulating victims and acting like nothing is wrong.
